But apart from the danger to the stability of the ship these terms cannot be complied with, for there is literally not room to carry the number of boats necessary to take all on board, when the
ship has her full complement of emigrants, without stowing such boats on the deck appropriated to working cargo in harbour, and for exer-
cise of passengers at sea. And this would virtually prevent her carrying either carge or passengers.

I attach a list showing the boat and raft accommodat-
ion at present existing on board the various ships employed on these runs, together with the number of persons each ship may carry, under her Emigration Licence. From this it will be seen that, if we join the Convention, and do not increase the boat and raft accommodation,
the number of persons to be carried, under the Convention Rules, will be so gut down that the emigration trade will be virtually stopped. would draw attention to the "Takada" and the "Tanda", which are
ships referred to in (7) as having had their boat and raft accommodation increased to the utmost limits, and yet they can only carry about 36% of the number of passengers allowed by their
passenger certificates in such boats and rafts.
